			<content:encoded><![CDATA[<p>SIDI BOUZID, Tunisia (AP) &#8212; From this sleepy town in Tunisia, revolution swept across the Arab world. But while one man&#8217;s act of defiance and despair has transformed the Middle East, it has changed little in his hometown.</p>
<p>Residents of Sidi Bouzid can now express their anger more freely. But they&#8217;re still clamoring for jobs and rail against the official chicanery that drove a local fruit vendor, Mohamed Bouazizi, to set himself on fire on Dec. 17.</p>

<p>The desperate act by the high-school dropout set off mass protests that brought down President Zine El Abidine Ben Ali in less than a month. The revolt inspired others who toppled autocratic Egyptian President Hosni Mubarak, launched an armed rebellion against Libyan despot Moammar Gadhafi, and rattled governments in Yemen, Bahrain and elsewhere.</p>
<p>The protests have common roots: anger against official corruption and political oppression, a &#8220;youth bulge&#8221; that means economies can&#8217;t grow fast enough to provide jobs for all, and growing expectations of a better life as a result of improved education and widespread Internet and satellite TV access.</p>
<p>In Sidi Bouzid, a town of about 70,000 people and the provincial capital of a district of about 410,000 people in the Tunisia&#8217;s central plain, disillusionment has largely replaced the euphoria of the uprising.</p>
<p>Unemployed young men spend their days playing cards in coffee shops, dreaming of sneaking into Europe. Since the overthrow of Ben Ali, thousands of Tunisians have attempted the dangerous trip across the choppy Mediterranean in old fishing boats.</p>
<p>Other job seekers throng the local governor&#8217;s office, just yards from where the 26-year-old Bouazizi turned himself into a human torch, to try to press crumpled CVs and college diplomas into the hands of officials across coils of barbed wire. Officials say they had to barricade the compound because they fear angry crowds might try to break in.</p>
<p>But for those waiting outside the gates &#8211; some come every day and try for hours to get someone&#8217;s attention &#8211; the barriers signal that those in charge now are as inaccessible as their predecessors.</p>
<p>&#8220;I don&#8217;t understand why the governor can&#8217;t open the door,&#8221; said jobseeker Kamal Hamdi, 38, who holds a degree in economics, but has been forced to work as a waiter for the past 11 years because there are no jobs in his field.</p>
<p>&#8220;Since the revolution, nothing has changed,&#8221; said Hamdi, a father of three. &#8220;We threw out Ben Ali, that&#8217;s all.&#8221;</p>
<p>Unemployment is perhaps most demoralizing for the young men who spearheaded the street protests after Bouazizi&#8217;s self-immolation and now find themselves back in the coffee shops, smoking and talking about ways to get to Europe.</p>
<p>One of them is Ali Chouaibi, 22, who earns a little spending money with odd jobs, such as fixing antennas. &#8220;We think that work is dignity. We are people without dignity,&#8221; said Chouaibi. &#8220;I want to live a normal life &#8230; to marry the woman I love, because without money, you can&#8217;t marry.&#8221;</p>
<p>Tunisia&#8217;s interim government is appealing for patience, saying it needs time to put in place an ambitious economic development plan. Officials promise that remote places like Sidi Bouzid, which saw the earliest and some of the bloodiest protests, will be given priority as part of this plan.</p>
<p>However, with Tunisia still trying to find its way after the uprising, it appears unlikely the transition government will get much done. The interim Cabinet has already gone through several shake-ups, sporadic street protests in the capital continue, and elections are set for July for a body meant to rewrite the constitution and pave the way for a presidential vote. That leaves not much time to get started on massive job-creation programs.</p>
<p>Meanwhile, unemployment is almost certain to rise from the pre-revolt national average of 14 percent because the unrest devastated Tunisia&#8217;s tourism industry.</p>
<p>Before Ben Ali&#8217;s downfall, tourism employed about 400,000 people, or 10 percent of the working age population. Tourism revenues fell 40 percent from January into February, Tourism Minister Mehdi Houas said recently, adding that the situation might even be worse, with many businesses fearing collapse if tourists don&#8217;t return soon.</p>
<p>In some respects, Tunisia seems better off than some of its neighbors. The youth bulge is not nearly as big as in some Arab countries, such as Yemen. Per capita income stands at around $9,500, or lower middle in a worldwide comparison. And Ben Ali&#8217;s government spent huge sums on education, creating a growing crop of university graduates.</p>
<p>However, in rural districts like Sidi Bouzid, where jobs for academics are scarce, that has created even more discontent. At least 6,000 university graduates in the province are unemployed, local officials say.</p>
<p>Among those waiting outside the governor&#8217;s office on Wednesday was Ida Hamidi, 27, who is seeking jobs for five college-educated siblings, with degrees in sports, biology, computer science, finance and French, respectively. Hamidi said she has made the 60-kilometer (40-mile) trip from her village repeatedly in recent days, walking for several miles to catch a bus to the provincial capital. She said she has so far had no luck delivering her siblings&#8217; CVs, let alone speak to an official inside. Barely holding back tears of frustration, she said life hasn&#8217;t changed since the uprising.</p>
<p>The post-revolt government has replaced top officials, including regional governors, and insists it&#8217;s now following an open-door policy.</p>
<p>Sidi Bouzid&#8217;s new deputy governor, Ali Rahal, said that all those seeking jobs will get a hearing, but was evasive when asked about specific job-creation plans.</p>
<p>Rahal, who until recently taught philosophy in a nearby town, acknowledged the enormous challenge. &#8220;The number (of unemployed) is very big,&#8221; said the 36-year-old who spent the morning listening to demands from businessmen and area politicians crowding into his office. &#8220;This will not be solved overnight.&#8221;</p>
<p>Despite disillusionment in Sidi Bouzid, there&#8217;s also pride in having made history as the catalyst of a regionwide protest movement.</p>
<p>Bouazizi, the fruit vendor, was an unlikely hero. For the past seven years, he had been the family&#8217;s main breadwinner, selling fruit from his pushcart.</p>
<p>On Dec. 17, municipal inspectors confiscated his scales and his wares, on grounds that he did not have a vending permit, said his mother, Manoubiyeh. She said one of the inspectors also slapped him in public.</p>
<p>Incensed by the humiliation, Bouazizi asked to complain to the governor, but was ignored, his mother said. He then doused himself with gasoline and set himself on fire outside the governor&#8217;s office. He suffered severe burns and died Jan. 4. &#8220;I hope that God will finally have mercy on him, because Mohamed died because there was no justice,&#8221; she said.</p>
<p>Despite her grief, Bouazizi said she is proud of her son. &#8220;He was the reason of the revolution that started from Sidi Bouzid and reached Egypt and Libya,&#8221; she said.</p>
<p>The young vendor is buried in a small cemetery nestled among olive trees and cactus fruit, near his home village of Grab Ben Noor, a few miles from Sidi Bouzid. A red Tunisian flag marks the grave of whitewashed stone.</p>
<p>In the center of Sidi Bouzid, Bouazizi&#8217;s photograph has been attached to a gold-colored sculpture of a dove, as a makeshift memorial until a proper one is build. The white wall behind the sculpture is covered with red graffiti in English, French and Arabic. &#8220;Stand up for your rights,&#8221; reads one of the slogans.</p>
<p>Other attempts are being made to immortalize the young vendor.</p>
<p>A Tunisian filmmaker, Mohamed Zran, said he plans to make a movie about Bouazizi&#8217;s life and visited the family home this week for research. Zran said freedom was hard-won and needs to be protected, but that the international community must also help Tunisia during the difficult transition.</p>
<p>He said the country&#8217;s potential is boundless because of the energies set free by the uprising. &#8220;I am not afraid of the future,&#8221; he said.</p>

			<content:encoded><![CDATA[<p>NEW YORK (AP) &#8212; Serena Williams still has blood clots in her lung but hopes to return to tennis this summer after recovering from a pulmonary embolism, which she called the &#8220;scariest moment in my life.&#8221;</p>
<p>The 13-time Grand Slam champion spoke on NBC&#8217;s &#8220;Today&#8221; show Wednesday from Los Angeles, saying she hasn&#8217;t left her house much since going to the hospital nearly three weeks ago.</p>
<p>&#8220;I had a lot of swelling in my leg, which really is a telltale sign of an embolism, and I could not breathe,&#8221; Williams said.</p>
<p>She said doctors couldn&#8217;t find anything in her leg and then ordered a CAT scan of her lungs.</p>

<p>&#8220;That&#8217;s when they found several blood clots,&#8221; Williams said. &#8220;They told me that they had to check me in immediately or else &#8230; it wasn&#8217;t going to be a good result.&#8221;</p>
<p>Treating the blood clots required Williams to inject herself with a blood thinner, she said. Feeling a need to get out, she didn&#8217;t let her condition deter her from attending several Oscar parties.</p>
<p>&#8220;I had been through so much in the past eight months,&#8221; she said. &#8220;Just really kind of low on energy, but I was like &#8216;I&#8217;ve got to do something, kind of just to get my spirits up.&#8217;&#8221;</p>
<p>Then she wound up back in the hospital on Feb. 28 because of a large hematoma on her stomach. The gathering of blood under the skin grew from a &#8220;golf ball&#8221; to the size of &#8220;a grapefruit.&#8221;</p>
<p>&#8220;I apparently must of hit something,&#8221; said Williams, who was injecting herself twice a day. (The doctors said) &#8216;We can&#8217;t drain this, we have to surgically remove it.&#8217;&#8221;</p>
<p>Her absence from tennis could stretch to almost a year since she won the Wimbledon title last July. Williams has had two surgeries on her right foot since cutting it on glass at a restaurant shortly after Wimbledon.</p>
<p>Her comeback has been delayed repeatedly by complications from the injury. The second surgery was in late October, and she said she spent 10 weeks in a cast and 10 weeks in a walking boot.</p>
<p>On Wednesday night, Williams took to Twitter to reassure her fans: &#8220;Hey guys! I am better each day. I&#8217;m so in love with my fans and friends! My family too! I&#8217;m beyond blessed to have so much love around me! S&#8221;</p>
<p>Surgery is among the risk factors for blood clots, as are prolonged periods of inactivity and long airline flights.</p>
<p>Williams said she wasn&#8217;t &#8220;moving and not doing as much as I normally do. I started flying a lot &#8230; thinking I was OK. And obviously, I wasn&#8217;t.&#8221;</p>
<p>The 29-year-old Williams realizes it was a dangerous situation.</p>
<p>&#8220;Mine went from my leg to my lung and it traveled fast,&#8221; Williams said. &#8220;I still have several clots in my lung. They&#8217;re just there, and they have to eventually dissolve. So I&#8217;m just taking it one day at a time. Just on the road to recovery.</p>
<p>&#8220;I said I wanted to return this summer, and I was hoping to return way sooner than that. Being so close to &#8230; the scariest moment in my life, I really just want to come back and be able to do well.&#8221;</p>

			<content:encoded><![CDATA[<p>Nobel laureate Muhammad Yunus says the Bangladeshi government is trying to gain control of the microfinance bank he founded.</p>
<p>Yunus spoke to a panel on microcredit in Washington via teleconference Monday and said his dismissal as head of Grameen Bank was political. He says the bank should remain in the hands of its poor borrowers.</p>
<p>The Central Bank, which owns a 25 per cent stake in Grameen Bank, sacked 70-year-old Yunus last week, saying he violated retirement laws by staying on past the age of 60. It also said proper procedures were not followed when he was appointed managing director in 1999.</p>

<p>The Nobel Prize winner has been under attack from the government for alleged financial irregularities at Grameen. Yunus&#8217; supporters say his dismissal is also related to his decision to make a brief attempt to set up his own political party in 2007.</p>
<p>Yunus on Monday denied any political aspirations and rejected allegations of financial impropriety at the bank.</p>
<p>He said he had planned to attend the conference in Washington, but canceled the trip, noting that things in Bangladesh were &#8220;going in the wrong direction.&#8221;</p>
<p>Yunus is appealing his dismissal, saying the decision was illegal. On Monday, the High Court in Bangladesh wrapped up hearings in the case and said it would rule Tuesday.</p>
<p>In December, Prime Minister Sheikh Hasina accused Yunus of treating the bank as his personal property, and of robbing the poor, charges he strongly denied.</p>
<p>Yunus has the support of opposition leaders in Bangladesh and overseas development experts who say he has helped to lift nearly nine million families out of poverty.</p>
<p>Yunus, a famed economist, pioneered the concept of micro-credit, which involves granting loans as small as $27 to poor people to begin income-generating projects. He established the Grameen Bank three decades ago to provide those loans. As the concept of micro-credit spread to many developing countries, he won international acclaim and the 2006 Nobel Peace Prize for his work.</p>

			<content:encoded><![CDATA[<p>The International aid group Oxfam is warning the crisis in Ivory Coast is creating another &#8220;forgotten emergency&#8221; in Africa as thousands of Ivorian refugees flee into neighboring Liberia.</p>
<p>Tariq Riebl spoke to Voice of America from Liberia&#8217;s capital Monrovia. He says the number of Ivorian refugees in Liberia has increased dramatically in recent weeks.</p>
<p>&#8220;Most of the Ivorian refugees are still located right in the border regions,&#8221; he said. &#8220;They have been hosted by Liberian villages, which have been very receptive, however lack public health and shelter facilities.&#8221;</p>

<p>He says as the world&#8217;s attention is focused on political upheaval in North Africa the escalating emergency in Ivory Coast risks being forgotten.</p>
<p>A disputed presidential election in Ivory Coast last November sparked violence and unrest. The incumbent leader, Laurent Gbagbo, is refusing to step down even though his opponent, Alassane Ouattara, is widely considered the winner.</p>
<p>Oxfam says refugees have been fleeing to Liberia since November, but until last month the exodus was slow paced, around 100 people a day.</p>
<p>But Riebl says in the past two weeks about 30,000 people have fled Ivory Coast. He says the total number of Ivorian refugees in Liberia is around 70,000. Most, he says, are close to the border and it is too many people for the Liberians who are trying to help.</p>
<p>&#8220;The Liberian host community has been very receptive so far, and has been very warm in their welcome,&#8221; he said. &#8220;However as the numbers have been increasing, and recently increasing rapidly, they are completely overwhelmed and unable to cope with the influx.&#8221;</p>
<p>The head of U.S. based charity Child Fund International has told VOA the number of refugees could threaten the Liberia&#8217;s stability. Anne Goddard said Liberian President Ellen Johnson-Sirleaf is also worried.</p>
<p>Civil war ended in Liberia less than a decade ago and the country is still working toward rebuilding its shattered infrastructure.</p>
<p>Riebl says a lot needs to be done to make sure the refugees that have fled to Liberia are housed and have access to water and health services.</p>
<p>&#8220;We need to rapidly increase the set-up of camps and put up more permanent shelters further inland to be able to move people away from the border where they can have proper service delivery and also where they can be better protected from the combat that is occurring just across the border on the other side from where they are currently,&#8221; said Riebl.</p>
<p>Anti-Gbagbo forces say they have taken control of Toulepleu, a town near Ivory Coast&#8217;s western border with Liberia, where fighting broke out on Sunday. Gbagbo&#8217;s allied forces have not confirmed the seizure.</p>

			<content:encoded><![CDATA[<p>HONG KONG (AP) &#8212; Asia&#8217;s rapidly growing middle classes will drive demand for new airplanes over the next 20 years and help the region overtake North America and Europe as the world&#8217;s biggest air transport market, Airbus SAS said Monday.</p>
<p>The European plane maker forecasts that the Asia Pacific area will account for a third of global passenger aircraft deliveries over the next two decades, up from about a quarter in the previous 20 years.</p>
<p>Some 8,560 new passenger jets worth $1.2 trillion will be delivered in Asia by 2029, Airbus said. That number includes 3,360 large double-aisle aircraft, including superjumbo models such as the A380, as well as 5,200 smaller, single-aisle jets. About 25,850 new jets are forecast to be delivered worldwide in the same period.</p>

<p>The growth of megacities in Asia will require more large planes to service routes between those hubs, said Christopher Emerson, Airbus&#8217;s senior vice president of product strategy and market forecast.</p>
<p>Smaller jets will also be needed to fill demand from increasingly popular budget airlines, as well as new short-haul routes.</p>
<p>&#8220;If you look at the main drivers of tomorrow&#8217;s traffic &#8211; so for the next 20 years &#8211; in Asia (it&#8217;s) more people able and wanting to fly everyday,&#8221; Emerson said.</p>
<p>Airlines will also be looking to replace older, gas-guzzling planes with newer, less thirsty models, he said. About 3,680 aircraft are currently in service in Asia, and Airbus expects about 78 percent of those will be replaced.</p>
<p>Airbus is aiming to maintain its global market share of about 50 percent, although that task is growing harder with increased competition from the likes of Canada&#8217;s Bombardier Inc., Brazil&#8217;s Embraer SA and China&#8217;s state-owned Commercial Aircraft Corporation of China Ltd., or Comac, Emerson said.</p>
<p>Asian airlines will see passenger numbers grow by 5.8 percent a year while cargo traffic will rise 7 percent annually, Airbus said. Both numbers are above the global average.</p>
<p>Airbus&#8217;s forecast follows a rosy outlook last month by airline group IATA, which said that global airline travel will surge, with China being the fastest growing market for international passengers.</p>
<p>The International Air Transport Association said in February that Asia will likely account for 45 percent of the 800 million increase in air travelers that is expected between 2009 and 2014.</p>
<p>Comac has forecast that China will purchase 4,439 planes worth more than $456 billion by 2029, underscoring arguments that China&#8217;s aircraft market is big enough to welcome new competitors.</p>

			<content:encoded><![CDATA[<p>Two influential U.S. senators say the United States should help implement a no-fly zone over Libya as part of a broader effort to engage and assist those who are fighting totalitarianism and repression across the Arab world. Republican Senator John McCain of Arizona and independent Democratic Senator Joe Lieberman of Connecticut spoke at a Washington forum after returning from a 12-day trip across the Middle East and North Africa.</p>
<p>Senators McCain and Lieberman said popular revolts in Arab nations may bring unpredictable end results and hold potential pitfalls that could impact the United States. But, appearing at the Brookings Institution, they repeatedly expressed cautious optimism about unfolding events and changes taking place.</p>

<p>&#8220;For a long time, we [in the United States] have all said, &#8216;Where are the moderates in the Muslim world? Why aren&#8217;t they speaking up?&#8217; Well, they have spoken up now, and more powerfully than we ever could have imagined in the streets of Cairo and Tunis and Benghazi and beyond. It&#8217;s really quite remarkable. And we will rue the day if we as a country do not play an active leadership role in doing everything we can to support the moderates, to support the transition to democracy,&#8221; said Senator Lieberman.</p>
<p>To that end, the senators recommend establishing a no-fly zone over Libya to impede forces loyal to its embattled leader, Moammar Gadhafi.</p>
<p>&#8220;American policy is stated by both the president [Barack Obama] and very emphatically by the secretary of state [Hillary Clinton] as &#8216;Gadhafi must go.&#8217; If that is American policy, then it seems to me that we should try to help the people of Libya achieve, effectively, that goal,&#8221; said Senator McCain.</p>
<p>McCain said the United States is well-versed in establishing no-fly zones, having done so for years over Iraq. He stressed, however, that he is not advocating direct armed intervention in Libya.</p>
<p>The Obama administration says it has discussed the possibility of taking control of Libyan airspace with NATO allies. U.S. Defense Secretary Robert Gates has said doing so would constitute &#8216;a big operation in a big country.&#8217;</p>
<p>For now, Libyan warplanes continue to strike opposition and rebel-controlled strongholds.</p>
<p>Senator Lieberman noted that protesters in many countries have made great use of social media like Facebook and other high-tech tools invented in the United States. He said America&#8217;s engagement with the region must include greater economic and technological assistance and investment.</p>
<p>Both he and Senator McCain said popular uprisings could spread far beyond Arab countries. &#8220;It is thrilling that this has happened. It is a direct repudiation of the Islamist Republic of Iran and their vision of government,&#8221; Lieberman said.</p>
<p>&#8220;I think the Chinese are obviously [worried], and I think [Russia's] Vladimir Putin and his KGB buddies ought to be a little more nervous than in the past. I think this thing [popular uprising] is going to spread throughout the globe,&#8221; McCain said.</p>
<p>Both senators acknowledged Israeli concerns about sweeping and unpredictable changes in the Middle East. But Senator Lieberman noted that a successful transition to democracy in the region will bring the potential for what he termed &#8220;much warmer and mutually-beneficial relations.&#8221;</p>

			<content:encoded><![CDATA[<p>Russian Foreign Minister Sergei Lavrov is calling for the resumption of talks on Iran&#8217;s nuclear program as soon as possible. The Russian minister said a more constructive approach is needed to resolve international concerns about Iran&#8217;s nuclear ambitions.</p>
<p>Lavrov said he discussed Iran&#8217;s nuclear program with European Union foreign policy chief Catherine Ashton and Iranian Foreign Minister Ali Akbar Salehi. All agree the dormant nuclear talks should be revived as soon as possible.</p>

<p>The last round of talks, which were held in January in Istanbul, broke up without any breakthrough on a proposed fuel-swap plan. Under the plan, Iran would agree to end its uranium enrichment program in exchange for enriched foreign material.</p>
<p>Western powers suspect Iran is planning to build nuclear weapons. Tehran denies this, saying its nuclear program is for peaceful purposes.</p>
<p>Lavrov said a more detailed approach is needed to ensure Iran does not pursue nuclear weapons.</p>
<p>Through an interpreter, he said, &#8220;The Iranian partners have said that they are ready to discuss all of these issues, and now we need to do the groundwork for the next round, which, of course, cannot simply be a round where we exchange our positions. We need now to start agreeing on specific agreements. And, the most realistic, I think, is to have a step-by-step approach, where initially, we re-establish confidence.&#8221;</p>
<p>Western countries charge that Iran&#8217;s nuclear program breaks the terms of the international Nuclear Non-Proliferation Treaty. Iranian Foreign Minister Ali Akbar Salehi, who spoke at the United Nations Conference on Disarmament, did not directly deal with this controversial issue. Instead, he lashed out at the major nuclear powers, claiming their huge stockpiles of weapons pose the greatest threat to the survival of humankind.</p>
<p>Salehi said the Nuclear Non-Proliferation Treaty does not provide a right for states with nuclear weapons to keep their nuclear arsenals indefinitely.</p>
<p>&#8220;New aristocracy based on two classes of international civilians of &#8216;haves&#8217; and &#8216;have nots&#8217; should not be tolerated anymore. Nuclear energy is not equating to nuclear weapons, and the right of all states for peaceful nuclear activities should be guaranteed.&#8221;</p>
<p>Iranian minister Salehi said the indefinite extension of the Nuclear Non-Proliferation Treaty does not mean the indefinite possession of nuclear weapons. He said the production, possession, development, use or threat of use of nuclear weapons, under any pretext, is illegitimate, immoral and inhumane.</p>
